Mil-spec just means it meets the military's minimum standards. I remember when the occasional military convoy came through town. The convoy moved slow (as you would expect) and I understand they planned on about 30% of the vehicles breaking down along the way. Really didn't say much for mil-spec vehicles anyway.

I'm sure there's an accepted failure rate for primers to make mil-spec as well. The commercial market is probably more demanding as citizens are more likely to let emotions enter their purchasing decisions.
