Perhaps the sticking point lies with the fact that the purchasers were in the state of Alabama at the exact moment they purchased their rifles. Sales tax is normally levied at the time of purchase, isn't it?

Now I understand that shipping is already built into the price, but maybe the CMP has decided that using that as a loophole to avoid charging sales tax to people inside the state who are actually buying taxable goods may be a bit too loophole-ish for comfort's sake.

How did Alabama get a 10 percent sales tax in the first place? Is there a state income tax in Alabama?
