In the blue text box, click on "Program".
For part of your question, look at P13 for GSVMM matches.
Ahh, thank you. That page must have been recently updated as all those options/links weren't available when I checked earlier this morning.

It looks like there will be electronic targets this year. Does that mean I can get by without a spotting scope? I am still saving up for a decent one.

Correct, e-targets means no need for scopes or pulling targets. Faster matches. Efficient!

I bring my scope in the event e-targets go down as back up, just in case.

Having never fired on a range with electronic targets, what will be the procedure for the sniper match? Do we still have to move from the 300 yard line to to the 600 (my preference) or do they make an adjustment to the targets electronically?

You will have to move. Butner has a single fixed line of targets. Talladega has targets at 200, 300 and 600 yards so no need to move.
