Alpine original barrels were made from surplus 1903 barrels. Would that count as USGI? (asking for a friend)

No. Watch out for the USGI barrels made from demil pieces on commercial versions. They used a threaded portion of the USGI barrel still containing the gas cylinder, drilled it out larger then sleeved in another barrel, maybe a 1903. Some 1903 barrels are turned down with a gas cyl soldered on aren't they? Either way, not really optimal. Using a one piece Carbine barrel is best.

I’ve got a 1980 vintage IJ. Reliable and fairly accurate. Parts are mostly interchangeable with GI except some trigger assembly parts. I replaced the entire trigger assembly with a Fulton Armory one, and it fits and works as expected.
Bought a couple of new 15 round mags from MagWarehouse, and they are very reliable. Bayou
