I you are doing this in a case by case basis - i.e. emptying a corrosive berdan primed case into a new boxer primed case of the exact same cartridge, then I see no issue. If salvaging the powder for another cartridge - you've received good advice above.

For what it worth I've done the same with old Turkish 8mm with no issues to date.

Seems like a lot of effort to pull not so great bullets, un known powder and such?
You could probably find someone to by the ammo for more than you think.
Is it the brass cased albanian ? That takes the .217 primer?

Yes Iím pretty itís Albanian by head stamp and yes .217 primer hole. Found a Berdan primer convention kit 22lr reloader that looks interesting. Whether i shoot or pull bullets hate to throw that brass away. I got a small lot of PPU to shoot and ruse brass just havenít shot any of it.

If looking for berdan primers for 7.62x54: https://fedarm.com/product/primers-berdan-lr/

However these would appear to be .255 diameter based on the Murom Apparatus site which is FedArms likely source. http://www.mpzflame.ru/production/primers/

.217 is 5.512 mm, so it looks like the KV-24N is probably what you would want.

Actually you need the 7.62N which is the same diameter but stronger for a full sized cartridge. The KV-24N is for the 7.62x39: a smaller capacity case.
Unfortunately, FedArm doesn't carry the KV-7.62N.
