Default Buttplate hinge removal question

I have tried searching for an answer but cannot find any clarification. I was wondering if it is legal to remove the hinge on the M14 buttplate and still be competition legal?

I have read that the Garand buttplate can be switched out but it will leave a gap between the top of the buttplate and the stock. Can the hinge just be removed on the M14 buttplate? I understand that the hinge cannot be used during competition.

I have short arms and even 1/4"-1/2" will make a difference. I have a friend with a Devine AMU built M1A with the hinge removed and his rifle felt much better in all positions.

I believe that the " flapper" needs to be there in order to be in compliance with the rules for service rifle. It's been awhile since I shot service rifle, so things may have changed.
