Now we know everybody that followed instructions properly will get offered a 1911 at some point. That is great news!

It will be interesting to see how it will be handled if they ultimately get <40k packets. If those given initial RNGs will get a second crack at them or if a fresh order window will be opened in the future.

That's the way I understand it. The first number is simply a way for them to locate each packet with the random generated place in line number. For all we know the first one might be a code made up of numbers, letters or emoticons. Basically a dewy decimal system.

As long as the language in the NDAA continues to allow the transfers to happen.
The National Defense Authorization Act has to be renewed each year. That's why the CMP asked for the best grade of pistols in this first batch, and the Army obliged with NIB rebuilds from Anniston Army Depot, and 1911s from the Army Museum.
There's no guarantee of how long the transfers will happen, or how many pistols the CMP will ultimately receive. So be very glad if you get a shot at one in this batch.

The number placed on the packet by cmp1911 is a reference number, virtually the same as putting your name on it (keep in mind they don't know your name yet as they haven't opened the package).
This number will be the ID number inputted in the random number generation program, exactly the same process as using your name (which they don't know yet). When the rng is done running, each ID number will be assigned it's lottery position, from lottery number one to the highest number generated, dependent on the total number of packets received (I'm fairly confident mine will be dead last).
There are several random number generator programs available on the internet to give you a better understanding of the process. I poked around with a couple of them. It's pretty cool.

Thanks for the update. I'll just hang out until the info gets posted.

I am pleasantly surprised to learn that there have only been around 17,000 packets delivered ... there certainly will be more arriving, but my odds look pretty decent!
