Default Clarification of service rifle rule

I was looking at the rules for 2017 and saw the following;

Rifles must exhibit the general overall external appearance of the M-16 rifle or carbine. Visible barrel profiles, handguards or quad rails, receivers, pistol grips, carry handles or rails and fixed or collapsible stocks must appear essentially the same as the M16 service rifle and must incorporate the following features; functional forward assist, integral case deflector, functional ejection port cover, MIL-SPEC standard charging handle, and a Picatinny rail located at standard MIL-SPEC height.

This seems to imply that ALL rifles must have a Pic rail.
I think it is just poorly drafted, but this seems to disqualify A2 uppers without a Pic rail or removable carry handle.

I'm sure it's just badly worded.

CMP doesn't take the rulebook or its sanctioning body duties seriously at all, so they clearly put very little effort into this.

OP:

Believe when I say I'm NOT going to try and explain or defend the rules on this but:

The last sentence after your qoute:

"The following specific rules apply to this rifle:"

and then the listing of the criteria is their attempt at clarifying what you asking.........
