I'd grab one with red paint in a heartbeat. I have one and it's one of my all time favorites. What does that red paint mean?

To keep it separated from the similar looking P14 ala 303 caliber.

Since the p14 and the p17 enfields look a lot alike. The red strip forearm meant the rifle was 30-06 caliber.. When compared side by side the p17 is just a little longer or taller.
