Default AR w/locked Magazine

I live in New York State and must abide by state law (SAFE ACT).

To have a pistol grip on an AR I must lock the magazine in place.

A locked magazine must then be loaded manually with the upper and lower hinged open or by using a "stripper" type loader like the MEAN device.

May I use a locked magazine AR and use a stripper device during rapid fire?

I don't have any first hand knowledge of those devices but the CMP is aware of the these legal obstacles and I would think you are ok...….

I've put together a CMP Alternative Rifle per 4.1.2 using an ARES Defense lower receiver and this eliminates the hated pistol grip so I can keep the detachable magazine.

However, I'm wondering if 4.1.2.f which allows for "..an internal magazine" can be construed to mean a "fixed" magazine in which case I could operate an otherwise common AR with a fixed magazine and rapid reload using a MEAN device.

I would email the rules committee for clarification/confirmation and then print out the email and bring with...… just in case.
That, or of course, find out what your fellow NY'rs are doing...… ask them.
