The "lines" on both sides would lead me to believe it was an IHC follower rod, because that is one of the key ID features of the International Harvester follower rod. The thing that appears unusual is the presence of the punch mark; I have never seen one on any IHC follower rod I have examined.

Maybe someone was trying to "make" a WRA Win-13 era follower rod and used the wrong starting material?
