cmp mail your garand to current living address or does it have to go to a FFL ?

In Texas you're golden. It will come to your door via FedEx. The FedEx driver will say he's been planning to order one...

Will CMP send a heads up that it's shipped or does one have to monitor the CC charges to determine the time it might hit the front door

Try to monitor your account in the e-store.
You will probably see an invoice appear that will have your rifle's Serial Number and the FedEx tracking number inside it.
Unfortunately the e-mail notifying you is not reliable.
