Are you using any crimp when reloading? I see some of that using GI brass when crimping with collet (aka factory) crimp die. Much less if no crimp at all. Also noticed commercial brass seems to expand better to seal

Nothing wrong with Varget. I also get nice accuracy with Win 748.

Shooters world load data for 5.56 with a 69 grain bullet has a max of 26.6 grains.
Have you tried bumping your charge
I would go in 1/2 grain increments until you see less fouling , better accuracy and no pressure signs. Or if your happy with the accuracy just hit your chamber with a brush a little more often
