Default M1911 AA Rework Stippling ?

I recently acquired this Colt M1911 Augusta Arsenal Rework from an advanced collector. The pistol was manufactured in 1918. I know it is in the 'Black Army' serial number range and it has the scalloped lightening cuts. The pistol has WW2 stocks, a HS marked barrel with the P (looks new), the magazine release looks new and is black, and the hammer is not parked. The magazine is an unmarked Colt WW2 replacement (I think)

My question is about the stippling? ANYONE's theory is appreciated? It appears it was stippled prior to the park refinish? Where / who would have done this in the Army? I do not think Augusta Arsenal would have done this? or am I wrong? Also any estimates when this may have passed through AA?

I have a NM 1911 that has stippling. I'll take more pics of it, i had a bunch on photo bucket until they changed their policy. Mine in much rougher than that though.

Bubba stipple job not related to use in service unless some gi did it while in possession of the issue gun. Certainly NOT an arsenal quality job which was done only on national match pistols none of which to my knowledge were built on 1911 frames. Every genuine documented military match pistol I have seen is built on an A1frame. In the 50’s/60’s many gunsmiths ( some very good) were making clones of the military match pistols
