Experts will chime in, but looks like Winchester finishing to me, complete with a WRA punch mark.

That is a Winchester band. Winchester was the only manufacturer that made a milled band without the groove. Also, that is not a punch mark. Probably just a flaw in the forging. The punch mark was on the inside of the bands, and I have seen some that did not have a punch mark.
