Default Will the RNG be run twice?

Say there are 40k packets, RNG goes 1-40,000 and 8,000 move on. Will picking order go off their packet number or will that be randomized again? For example packets 65 and 1284 get picked, does 65 pick first simply because it was turned in first? It seems like one more randomization of the chosen few would make it truly random.

All packets are entered into the RNG, does not matter if we received it on 9/4 or 10/4, the RNG will spit out a number that will be assigned to the packet. Packets are numbered as they are received. All packets/numbers will be listed and we will go down the list until there are no more pistols or no more packets. Simple answer is no the RNG will be run once.

No part of the randomization will be subject to when orders were received. Using the "cement mixer" process as an example, all orders go in to the hopper and are mixed up or randomized. The orders are then fulfilled in the order they are drawn out of the hopper. The CMP 1911 will most likely use an electronic process for randomization but the concept will still be the same. There is no need for double randomization.
