That was my first thought: Does he have the CMP paperwork to prove it came from CMP?

Just as others have pointed out, there are several pictures that show a line about halfway down the op rod track that strongly suggests that it's a reweld. I wouldn't touch it with a barge poll.

As i read the listing I don't actually see him saying clearly that the rifle came from the CMP. The CMP is mentioned in passing but I'll bet that if push came to shove he won't let you hold his feet to the fire on it:

WW2 Winchester M1 Garand .30.06,Arsenal rebuilt,CMP from the 1990's

If he had said from the CMP in the 1990s rather than CMP from the 1990s then you'd have him cold. There is often plenty of double-talk in these listings so be careful. If I wanted that kind of $$$ I would sure as hell spend the twenty five bucks and get a CMP letter stating that it was sold through the program.

I bought a welded 4.66 HRA. It broke my heart to send it back. If it had been less expensive I might have kept it.

The receiver drawing number D 28291 27 is a Springfield number. Definitely a welded receiver. Front is SA and rear is Winchester.

Default Revision #27/ O35B Diamond heat/Steel lot

The two parts of the receiver moved in together after
a very bad separation.
Funny note to this reunion is that heat lot is in the
group of SA numbers in the duplicate 1.627 series with
Winchester. The Revision 27/O35B Diamonds waned by
SA#1649785.
Respectfully submitted

Not so sure about your qoute to be correct, but who knows.

I got this from USRifleCAL30M1.com
http://usriflecal30m1.com/Parts/Part...px?action=home (type in the Ser#146170 & WRA as manufacturer then check receiver #)
WRA Receiver D28291-2 N/A December/1940 to June/1945100101 - 2320100
