I'm with Duke - you can't beat W231 or HP 38 (they are the same propellent just different names on the cannister). It is both accurate and has a very mild recoil. I've tried some other propellants that have a noticably more snappy recoil. It is especially good if you load near the middle of the recommended load.

Two local hardware stores carry those bullets and powder.
I've been looking at Lee presses but the Dillon looks like a nice unit with a decent price.
