I read those four numbers as 'receiver' sold through the DCM with the sales date... is that correct?

Yes, the DCM would sell "bare" receivers to those who wanted to build up their own rifles or have someone else do it.

. . . .and, at one point, they would SWAP a barrelled receiver (high number), for a “naked”, low number receiver!

Post WWII, The Army through the DCM would exchange a SHT stripped receiver for a DHT or NS receiver for ~$8.00. The old receiver must be turned in before authorization to purchase the new receiver. When the supply of M1903. Receivers was exhausted. The army would supply a barreled 03A3 action until those were exhausted.
I traded two SHT receivers before the program closed.
After WWII, I do not believe that M1903 receivers were sold except on an exchange basis.
FWIW

Are you sure it was a barreled action . . . .or just a barreled receiver?
