Default "Banned" Under User Name?

What is the significance of this term "Banned", being added beneath someones forum name? It's obviously not a good thing, but what does it mean. I see it on a forum members profile. If banned, why're they still allowed on the site?

We should not have anybody "banned" as an active user.
They are banned from the website via their IP address. Username is still intact so we can block all of the computer's they have used to log in, or try to log in when they do think they can come back.

Pm the the user in question.

User's do NOT come back from being banned. Infractions and warnings are given first, then you get banned. Unless you are a spammer, then you get banned right away, no questions asked.
