If the headspace is excessive, a case can separate, which could cause severe injury. If it is too tight, the rifle could fire out of battery, which could also cause severe injury. If the headspace is excessive, and a new bolt does not correct it-you have a bad barrel and should not use it, or a worn out receiver, and should not use it either. How much more do I have to know about headspace? IMO either it's safe, or it isn't. I don't shoot any military surplus rifle w/o checking it out first with my gauges. I really do understand the seriousness of the issue-I had a new case separate, in a new S&W once.
