Default Serial number on bolt

My service grade Underwood has a bolt with its entire serial number on the bottom. This is not a "Bavarian" marked carbine. It appears the carbine was refinished with a gray/green finish. The finish was removed from the underside of the bolt where the serial number was applied. It has a walnut m2 stock marked with an M and a circled K. Looks like it was rebuilt and put away. Anyone know who puts serial numbers on the underside of bolts?

Could have been done at unit level by the unit armorer so that group cleaning sessions would provide a way for the right bolt to get back to the right rifle. That would also be a shortcut so the rifles would not have to be headspaced each time. Guard & Reserve units would find this especially handy as drill time was short and everyone would go to the range at the same time. We developed many short cuts in the Armory to make life easier to include painting butt numbers on the stocks for inventory/serial number control, etc. Necessity is the Mother of Invention. Worked then, still working today.
