Default 4.1.1 b (i) Relieved (Milled/Cut) lower?

What does this rule refer to, what is a relieved (milled/cut) lower?

My guess is a "skeletonized" receiver.

They are available for those who are into making ultra-lightweight ARs.

Picture the slot for the bolt catch extended all the way across the receiver, with a small cantilever connected above the magazine release.

So the receiver is ok, but installing the right side bolt release is not?
