The drawing number on the receiver, as well as the serial number.

I'm thinking its one and the same. They're called WIN-13's because they're marked with a '..WIN-13' drawing number,.. and they cover the out of sequence range of 1.6 mil ser#'s.
From what I understand, just about anything is possible with WIN-13 markings. The one I have actually has a "D35382W.RDA35o" op-rod .
Then there's always the salvaged receiver 'weld-up' where you could have a 1.6m WRA heel and a fwd half showing an early '-2' SA drawing number like what most WRA's had.

Needs both. If the serial number is between 1601000 and 1640000 and it does not have the WIN-13 drawing number it is a cut and welded receiver.
