There are plenty of official sources here essentially saying there isn't a steadfast single-file line that's in perfect order.
It's more like a huge stadium full of people. The first people are toward the front and the last are toward the rear. They are calling people generally from the front toward the rear, but it gets scattered around a bit as they go through the numbers. There are many reasons, officially given, as to why this is happening.
I'm just not going searching for them to post here. We are all adults and perfectly capable of searching for our own answers ;)
