I think local buyers also had a voice. It affected their cherry picking opportunities.

I can say, for the ones that used it, it gave you the ability to purchase rifles that you would not normally have the ability to get through the ordering process. I for one thank those that were able to purchase the rifles with your request and paperwork. Some people couldn’t afford the trip to get these rifles, and it was greatly appreciated.
