Default AP Ammo in WIS?? Any restrictions??
Are there any restrictions on WI residents stopping us from getting the CMP AP ammo??

Yep, only restriction I know of is that you can't use AP ammo in a commision of a crime. As long as you don't rob a bank with it (which in of itself would be a hugh problem for you) you should be good to go.
