Several ways they deteriate. They become tacky, or show signs of liquid forming on them and becoming greasy/oily feeling, this is it breaking down and forming oil/liquid/whatever bubbles on it. We had the same issues with the water storage bags in survival vests and survival kits.

Up to when I retired in 2008, it was just a visual inspection to determine serviceability, versus a shelf life and service life. Mainly due to the fact that the different environmental factors could speed up or slow down the degradation of them.

I would gamble and say unless they have been stored in perfect conditions, and bags would be deteriorated by now. Again that is my opinion based on inspecting and maintaining similar water bags in survival equipment for 23 years.

Other members might have better knowledge and insight on this matter.

Saw a box of them in the Havelock N.C. surplus shop yesterday and they looked fine and were nos. Did not look at price since I did not need any.

The thing is being able to inspect them in hand........There might be good ones out there as FB53 alluded to, but I would be wary of buying something sight unseen.
