Good question. I was an Old Guard member and I know exactly where it came from but I can't prove a thing. The scabbard is patent leather and does have a number on it.

Yeah, I can recall guard duty where I was only 'armed' with a nightstick and my only headgear was a helmet liner (sans steel pot).

Those frogs and scabbards are made in the regimental tack and saddlers shop (attached to cassion platoon) the current scabbards are modified M-10s with a patent leather frog.
