I ran into Jeff at Camp Perry last year. Didn't have any Bula rifles at that time. Now, four Bula rifles later.... am looking for more parts kits.

Any real accuracy difference between the 22" and 19.25" barrels?

It's a good thing these rifles aren't addicting...
I had 7 of them, then wanted to thin the herd, so I sold one last Fall. I came across a couple of receivers that were too good to pass up. Now I am up to 8 of them. So much for thinning the herd...

I don't know. I asked Jeff Miller at Bula when I last saw him in April and he said he didn't notice any difference. One of my uncles ordered one in our group purchase. Maybe nf1e can chime in.

Bula machines splines on the NM barrels to keep the Op rod guide from moving. Nice feature as opposed to having to knurl these.

No accuracy difference that I have been able to detect and I do try. I have a few of each.
I just like the 22 NM mainly for that little added iron site separation.
I am using mostly the 19.5s for my XM21 scope only set ups and they are working great.

No, most don't hang out on that forum since it changed hands years ago.

Is BULA offering a receiver with integral rail sections machined into the receiver?

XM21s are great receivers for the scoped rifle shooters.
If you are a long range supported shooter and single load, they make it possible to load from the left without breaking your position.

This is a good thing for the M14 community, I like it.

I found some images that indicate the optic rail lines up with the top rail of the SAGE EBR chassis, can anyone confirm?

Yes, Jeff designed it to work perfectly with a Sage. Check out their web page.
