Default Service rifle ar15/m16 seemingly dumb rule

Why are so many deviations from the m16 allowed such as freefloated setups, optics, and midlength gas but one cannot use a lower reciever with an integral trigger guard like the Aero M4E1? What unfair advantage does an integral trigger guard provide? While we are on the subject, what advantage does a non mil spec charging handle provide (this one I don't care so much about because thats a cheap easy swap)?

Anyone with any insight to why the rules are what they are?

That used to be true. Less so, now. BAD levers are ok, but you'd better have an A1 or A2 pistol grip!
