Default Arisaka Type 38 Carbine

I just received an Arisaka 38 carbine I won on Gun Broker. It's in decent shape with a VG bore. What is confusing is the numbered parts.

It's a Kokura Arsenal, Series 2 which places manufacture between 1933 and 1945.

Receiver SN 58739.
Bottom of Receiver - 731
Stock - 731
Trigger Guard - 731
Upper Band/Bayonet Lug - 730
Upper Tang - 731
Lower Tang - 731
Floor Plate - 886
Bolt Body - 731
Bolt End Piece/Safety - 731
Striker - Unmarked
Extractor - Unmarked
Lower Band/Swivel - Unmarked
Butt Plate - Unmarked
Cleaning Rod - Unmarked

What is the "731" marking on the receiver bottom?
Does this mean all parts are matching except the upper band and floor plate?

I don't think it was a bad deal for $230.01 shipped.

Added: The Mum has been defaced with a file but is still clearly visible.
